Anaheim says staff should be able to issue an ADU Express building permit within one day, and still puts the Title 24 report on the owner — so the energy documentation is what decides whether that day happens.
A one-day permit that still waits on your CF1R
Anaheim takes plans through GoPost, and nothing routes until payment clears. It is one of few cities publishing a review-time table at all — over the counter 0–2 days, medium 10, major 20, mega 25 working days, resubmittals at 5, 10 and 13 — though that Review Timeframes handout is date-stamped December 30, 2013. A residential addition under 2,000 sf lands in the medium tier; a new home is major. Over the counter is defined by a stopwatch: work needing no more than 30 minutes of review.
The ADU Express track is the interesting one. Staff should be able to issue the approved building permit all within one day, and the pre-approved catalogue holds four free plans from 224 to 1,199 sf — yet the city says a pre-approved plan may still require the owner to work with a design professional to finalize the set, naming Title 24 alongside the site plan and structural details. One local habit to get right: Anaheim tells you not to cloud corrections on a resubmittal — narrative instead — and to cloud changes only after the permit issues. That is the reverse of most cities, and an easy way to earn a second round of comments. Anaheim is climate zone 8, on the 2025 code cycle, with no local energy reach code beyond the state code.

I’m not a licensed engineer or architect, and I don’t stamp drawings. On the CF1R I’m the documentation author — you stay the responsible designer. Nothing about your role on the job changes.
That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.

How fast do I get it back?
24 to 48 hours on your first job, three business days for everything after that — a date you can put on the schedule, not an estimate. If your permit deadline is tighter than that, say so in the notes; I’ll tell you honestly whether I can hit it before you commit.
