Energy is one of three things Irvine checks
Irvine is fully electronic — every permit application goes through the IrvineReady! portal — and publishes a tiered review clock most Orange County cities do not, in Informational Bulletin No. 279 (revised June 11, 2020). A residential remodel or addition is 5 working days; a custom home is 20; a patio cover is 1. Read the bookends: turnaround begins once the Permit Counter processes the application, usually one to three working days after payment, and fee calculation can take one to three more at the end. The bulletin has no expedited tier.
What sets Irvine apart is where the energy work sits. Every submittal must lead with the City Standard Title Sheet as the first page of the architectural set, and that sheet carries a fill-in blank naming the sheet the Certificates of Compliance are on — so the CF1R is an indexed part of the plan set, and an empty blank is a correction against a 5-day clock. The same sheet pre-prints climate zone 8 fenestration limits (U-0.30, SHGC 0.23, 20% maximum area, 5% maximum west-facing) and states plan review is limited to architectural, structural and energy requirements. Energy carries its own plan-check fee line on the permit application. Irvine’s pre-approved ADU plans are still listed as coming soon, and no local energy reach code beyond the state code was found.

One honest note
I’m not a licensed engineer or architect, and I don’t stamp drawings. On the CF1R I’m the documentation author — you stay the responsible designer. Nothing about your role on the job changes.
That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

Does my ADU or addition actually need one?
Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.
Send it either way. If it doesn’t need a report I’ll say so and there’s no charge for the look.
Plan check came back with an energy comment. Now what?
Forward it to me. If it’s a job I did, the first two revisions are free and I answer the comment directly — you don’t have to translate between your plan checker and me.
If someone else did the original report, I’ll still take it. Send the comment and the existing CF1R and you’ll get a flat quote back the same day.
