Local plan check

Tiered turnaround times, and a genuine local ADU fast-track

Riverside’s Community & Economic Development Department runs plan check out of its “One Stop Shop” at City Hall, with both online submittal (Public Permit Portal) and in-person drop-off still available. The city publishes actual tiered turnaround times: 1–3 business days for the initial completeness check, 20 business days for most new projects’ first review, 10 business days for smaller residential projects, 10 business days for resubmittals, and just 3 business days for small rooftop solar under 10kW. An expedited review option can roughly cut the standard timeline in half for an added fee.

Riverside runs Dwell Riverside, a permit-ready ADU program with 4 pre-designed models (746–1,200 sf) that gets a 3-business-day initial review instead of the standard tier — eligible only on single-family-zoned lots outside flood zones. Riverside also codifies a third accessory-unit type most CA cities don’t: the MADU (Moveable Accessory Dwelling Unit), a DMV-registered chassis-mounted unit between 150–430 sf, with its own siting rules. No local energy reach code beyond state CALGreen/Title 24 was found — Riverside’s own Green Building Standards page administers CALGreen only.

One thing that doesn’t change by city: T24 Studio’s price and turnaround are flat statewide — $99 first report, $150 flat after, 24–48 hours on your first job. What differs city to city is what happens on the plan-check side before and after the CF1R lands in your permit set, which is what this page covers.

How it works

    Send the plans

    A PDF of the architecturals and the project address. If something’s missing I ask once, in one email — not five.

    Mechanical and plumbing don’t have to be picked yet. If the plans don’t call out the HVAC or the water heater, I model what I’d normally specify for that job and tell you exactly what I assumed. Change any of it and I’ll rerun — that’s not a revision.

  2. 02

    I build the model

    If the design does not comply as drawn, I tell you what the model needs to pass and the least disruptive way I can find to get there — your call what goes on the drawings.

  3. 03

    You get it back ready to sign

    CF1R registered with CHEERS, you named as the responsible designer. 3 business days — 24–48 hours on your first one. Pay on delivery: Zelle, Venmo or Cash App.

I’m not a licensed engineer or architect, and I don’t stamp drawings. On the CF1R I’m the documentation author — you stay the responsible designer. Nothing about your role on the job changes.

That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

How fast does Riverside review a small residential project?
The city publishes 10 business days for a smaller residential project's first review, versus 20 business days for most new projects generally — a real, published tier difference by project size.
What is Dwell Riverside?

Does my ADU or addition actually need one?

Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.

Send it either way. If it doesn’t need a report I’ll say so and there’s no charge for the look.

Where in California do you work?

All of it. The work is remote and the code is statewide, so the city makes no difference to price or turnaround — jobs run from San Diego to the Bay Area across climate zones 4 through 10. I run the 2019, 2022 and 2025 code cycles, so an older permit still in process is fine.
