Title 24 reports for Oakland permits.

Oakland did not just adopt the 2025 Energy Code, it amended it. New single-family has to beat the Standard Design by an EDR1 source-energy margin of 4.5, and any residential alteration over $25,000 pulls in a panel readiness assessment.

Emergency Ordinance 13860, adopted 9/15/2025, added Municipal Code Chapter 15.06 and repealed the 2022 amendments in full. § 15.06.3.6000 requires new single-family to come in below the Standard Design Building’s EDR1 by a compliance margin of 4.5, and new low-rise multifamily to sit at least 8 percent lower on source energy; § 15.06.3.6005 adds balanced, filtered ventilation at MERV 16 to every unit in new multifamily of two or more habitable floors. It is codified in OMC Chapter 15.06 but not on the CEC’s approved list for the 2025 code; the ordinance recites filing with the Building Standards Commission instead. Raise it with the Bureau of Building.

The widest-reaching section is § 15.06.3.6010: a residential alteration whose construction valuation exceeds $25,000 needs an Electrical Panel Readiness Assessment plus any two of eight ready-measures, heat pump water heating through solar ready. Buildings built on or after January 1, 2023 and ADU conversions under Government Code 66323 are exempt. Oakland is Climate Zone 3; inland ZIPs nearby are Zone 12. § 15.06.1.145(F) puts a signed CF1R on the plans on every project, and the set must be a flattened vector PDF with colours stripped, so a scanned energy sheet is grounds for rejection. The all-electric rule at OMC 15.37 is still printed on the ADU checklist, but the city’s Building Electrification page says it has been legally directed to suspend it — confirm fuel type before you model.

Does a $25,000 remodel in Oakland trigger extra energy work?
Yes. Municipal Code § 15.06.3.6010 applies to alterations of existing residential buildings where total construction valuation exceeds $25,000. Those projects need an Electrical Panel Readiness Assessment using Article 220.83 or 220.87 load calculations, plus any two of eight ready-measures — heat pump water heater, heat pump space heater, electric cooktop, electric dryer, EV charger, attic and wall insulation, battery storage or solar ready. Buildings constructed on or after January 1, 2023 are exempt.
How does Oakland want the CF1R submitted?
Printed on the plans. Municipal Code § 15.06.1.145(F) says Title 24 energy compliance forms shall be shown on the plans and shall be wet or electronically signed. The ADU plan requirements put Title 24 at item 3 of 13 and ask that the forms not be reduced in size. The plan set must be a single flattened, first-generation vector PDF with all colours removed, so a scanned CF1R sheet fails at intake.
Does my ADU or addition actually need one?

Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.

Send it either way. If it doesn’t need a report I’ll say so and there’s no charge for the look.

Plan check came back with an energy comment. Now what?

Forward it to me. If it’s a job I did, the first two revisions are free and I answer the comment directly — you don’t have to translate between your plan checker and me.

If someone else did the original report, I’ll still take it. Send the comment and the existing CF1R and you’ll get a flat quote back the same day.
