Huntington Beach is the rare city that names the CF1R at the counter — on a same-day express permit, and on its own plan-check checklist.
The city that names the CF1R at the counter
Huntington Beach has required digital submittal through its HB ACA portal since February 1, 2023, and it prints two turnaround columns side by side: first review 20 business days standard, 10 expedited, then 10 / 5, then 5 / 3 — objectives only, Building Division only, and expressly not guaranteed. The unusual part is where the CF1R surfaces. The city’s Plan Check Submittal checklist names it by form number, and the Express Permit path — single-family permits with no plan review, issued same day or next business day — instructs you to include the CF1R with any furnace or air-conditioning submittal. An HVAC change-out is gated by an energy form at the counter.
The free pre-approved ADU plan makes the same point. It is one prototype — a single-story detached 490 square foot unit in three styles — and no deviation from the set is allowed, yet sheets G-301 and G-302 arrive blank and the title sheet tells the applicant to supply the energy forms following the performance method. A signed HERS QII is on the applicant’s list too, so field verification is in scope from day one. The whole city sits in Climate Zone 6, against the Zone 8 that governs Orange and Santa Ana next door. No local energy reach code beyond the state code was found on the city’s pages.

I’m not a licensed engineer or architect, and I don’t stamp drawings. On the CF1R I’m the documentation author — you stay the responsible designer. Nothing about your role on the job changes.
That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

Does the project need HERS field verification?
Sometimes — typically for duct leakage, refrigerant charge, or certain heat-pump and quality-insulation measures. The CF1R lists exactly which measures need it, and I’ll flag it in the email so it isn’t a surprise at inspection. The field testing itself is done by a third-party HERS rater the owner or contractor hires; that’s outside what I do.
How fast do I get it back?
24 to 48 hours on your first job, three business days for everything after that — a date you can put on the schedule, not an estimate. If your permit deadline is tighter than that, say so in the notes; I’ll tell you honestly whether I can hit it before you commit.
