Title 24 reports for Morgan Hill and Gilroy permits.

Gilroy publishes a working-day number for almost every project type. Morgan Hill publishes the gate in front of one — a completeness check of up to 15 business days before the plan-review fee is even invoiced.

Gilroy posts the number. Its working-day turnaround matrix runs past 37 rows: a furnace or AC replacement with proper documentation is 9 working days first review and 4 subsequent; an SFR addition under 999 sf 19/14 and 1,000 sf or more 29/29. ADUs break at 750 sf — 19/14 below it, 29/29 at or above. The handout is dated 03/25/2022 and says the times exclude the submittal queue. Gilroy’s ADU guidelines carry the sharpest Title 24 language in either city: “the forms shall be incorporated into the plans,” with the same Report Generated date and time on every CF1R page.

Morgan Hill posts the gate. Plans go in by email, PDF only, and “this completeness check may take up to 15 business days” before an invoice for plan-review fees is even produced. Its checklists ask for a plan sheet number against every item, including a four-item Energy and Green Building block. Morgan Hill also stacks two local overlays to Gilroy’s one: MHMC 15.65 Sustainable Building Regulations, a Build It Green points ordinance, and MHMC 15.62’s EV chapter, whose ADU exemption flips off the moment a panel upgrade is proposed. Gilroy’s is a narrow CALGreen Level 2 EV Ready amendment. Neither has a Title 24 Part 6 reach code: there is no local amendment to the Energy Code — MHMC 15.08.040 and Gilroy Ordinance 2025-06 §(f) adopt it without amendment — and neither is on a CEC approved-ordinance list. Every ZIP in both is Climate Zone 4, so a correction resubmittal in one reads much like the other.

One thing that doesn’t change by city: my price and turnaround are flat statewide — $99 first report, $150 flat after, 24–48 hours on your first job. What differs city to city is what happens on the plan-check side before and after the CF1R lands in your permit set, which is what this page covers.

That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

What does Gilroy’s turnaround matrix say for my project?
It publishes a number for almost everything. Water heater, re-roof, or furnace or AC replacement with proper documentation: 9 working days first review, 4 subsequent. Window or door replacement 9/9. Interior remodel with no size change 17/12. SFR addition under 999 sf 19/14, and 1,000 sf or more 29/29. ADUs under 750 sf 19/14, 750 sf and over 29/29. Does Morgan Hill’s Sustainable Building ordinance apply to my addition?
MHMC 15.65 catches additions of 250 sf or more at 25 Build It Green points and 700 sf or more at 50, plus remodels by permit valuation at $100,000 and $250,000. It stacks on top of Title 24 rather than replacing it, and the checklist goes on its own plan sheet. There is a documented off-ramp: a renewable system supplying over sixty percent of the building’s energy use, or a solar water heating system, waives verification.
Does my ADU or addition actually need one?

Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.

Send it either way. If it doesn’t need a report I’ll say so and there’s no charge for the look.

What do you need from me to start?

A PDF of the architecturals and the project address. Floor plans, elevations and a window schedule is plenty.

You don’t need the HVAC or water heater picked. If the plans don’t call them out, I model what I’d normally specify for that job — and I list every assumption in the email so nothing is buried. Swap any of it and I rerun; that doesn’t count against your free revisions.

The design doesn’t have to be finished either. Early is often better, because that’s when a compliance problem is still cheap to fix.
