In Stockton, whether the project needs a Title 24 report at all depends on which door it comes through — a city catalogue plan, a vendor plan, a custom build, or legalizing a pre-2020 unit.
Four doors, four different energy answers
Take a Stockton ADU four ways and you get four answers. On one of the three free catalogue plans the permit documents at issuance include “Registered Energy Calcs (provided by the City)” — already done, on plans drawn “electric power only (no gas service)” to meet the latest energy code requirements. On a vendor pre-approved plan you supply site-specific energy forms yourself, plus a vendor letterhead authorization — though the city lists none. On a custom ADU or a conversion, the ADU/JADU checklist marks Energy Forms required where the work adds square footage or converts unconditioned space, and warns that a submittal missing a listed item “may be rejected.” And on legalizing a pre-2020 unpermitted unit, the city states that AB 2533 exempts the Energy Code and CALGreen, while AB 2221 — available until January 1, 2030 — only delays enforcement five years.
The mechanics are strict. First submittals cannot go through the online portal — they go in on a USB at the counter or by email, with Accela reduced to status tracking. A resubmittal has to be complete files, not just the revised sheets, with a response letter to each comment. Published cycle times (revised 05-05-2026) run 15 working days first review and 10 per resubmittal on a new single-family house, 10 and 8 under $30k — in a city closed every other Friday. Every City of Stockton ZIP is Climate Zone 12, and there is no local amendment to the Energy Code: SMC Chapter 15.86 adopts the 2025 California Energy Code with no local modification, and Stockton is on neither CEC approved-ordinance list.

That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

Does my ADU or addition actually need one?
Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.
Send it either way. If it doesn’t need a report I’ll say so and there’s no charge for the look.
What is CHEERS registration, and is it extra?
California requires the compliance certificate to be registered with an approved data registry before the building department will accept it. I use CHEERS, and registration is included in the rate — no separate registry fee, no account you have to open.
