Title 24 reports for Glendale permits.
Glendale takes every permit online through EnerGov — and just adopted a local reach code that matters for anyone specifying HVAC there.
Fully digital, and a real local energy ordinance to know about
Glendale’s Community Development Department runs plan check entirely through its EnerGov online portal — the city’s own FAQ states permits, including plan-check submittals and resubmittals, are handled online with nothing accepted in person. Published first-review turnaround is about 8–10 weeks from the date plan-check payment is made, on the longer side compared to some neighboring cities.
The genuinely distinctive fact for Glendale: the city adopted an “AC2HP” (AC-to-Heat-Pump) reach code, effective December 18, 2026, that goes beyond the state Title 24 minimum. It applies to single-family homes, duplexes and townhouses — when a central AC system is replaced, altered, or newly installed, the owner has to either install an electric heat pump as the primary heating source, or keep the gas furnace and take on additional efficiency upgrades instead (exceptions exist for panel-capacity and sizing constraints). Anyone specifying an HVAC change-out in Glendale on or after that date needs this factored in before the equipment is picked, not after. Glendale also runs a Standard/Pre-Approved ADU Plan Program and flags that Glendale Water & Power easements need checking before siting an ADU.
One thing that doesn’t change by city: T24 Studio’s price and turnaround are flat statewide — $99 first report, $150 flat after, 24–48 hours on your first job. What differs city to city is what happens on the plan-check side before and after the CF1R lands in your permit set, which is what this page covers.

How it works
-
01
Send the plans
A PDF of the architecturals and the project address. If something’s missing I ask once, in one email — not five.
Mechanical and plumbing don’t have to be picked yet. If the plans don’t call out the HVAC or the water heater, I model what I’d normally specify for that job and tell you exactly what I assumed. Change any of it and I’ll rerun — that’s not a revision.
-
02
I build the model
If the design does not comply as drawn, I tell you what the model needs to pass and the least disruptive way I can find to get there — your call what goes on the drawings.
-
03
You get it back ready to sign
CF1R registered with CHEERS, you named as the responsible designer. 3 business days — 24–48 hours on your first one. Pay on delivery: Zelle, Venmo or Cash App.
One honest note
I’m not a licensed engineer or architect, and I don’t stamp drawings. On the CF1R I’m the documentation author — you stay the responsible designer. Nothing about your role on the job changes.
That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.
Glendale plan-check questions
If yours isn’t here, see the full FAQ or call and ask.
What is Glendale's AC2HP reach code?
Can plans be submitted in person in Glendale?
Does the project need HERS field verification?
Sometimes — typically for duct leakage, refrigerant charge, or certain heat-pump and quality-insulation measures. The CF1R lists exactly which measures need it, and I’ll flag it in the email so it isn’t a surprise at inspection. The field testing itself is done by a third-party HERS rater the owner or contractor hires; that’s outside what I do.
How fast do I get it back?
24 to 48 hours on your first job, three business days for everything after that — a date you can put on the schedule, not an estimate. If your permit deadline is tighter than that, say so in the notes; I’ll tell you honestly whether I can hit it before you commit.
Send your Glendale plans.
If a heat-pump change-out is on the table, the CF1R accounts for it either way — send the plans and find out where you land.
