Title 24 reports for Pomona permits.

Pomona’s Development Services Department takes plan check by email submittal, publishes its own ADU Plan Check Guide, and runs a 4-day work week — worth knowing before you plan your permit timeline.

Local plan check

Email submittal, and a published ADU fee schedule

Pomona’s Building & Safety Division (part of Development Services) accepts electronic plan submittal by email rather than a dashboard-style upload portal, alongside walk-in service Monday through Thursday — City Hall is closed Fridays, a genuine scheduling quirk worth building into your permit timeline. The city publishes its own bilingual ADU Plan Check Guide and, notably, actual sample fee figures on its ADU page: a 749 sf ADU runs roughly $2,562 plan check + $3,148 permit fee with no development impact fee, while a 1,200 sf ADU runs roughly $4,093 plan check + $3,150 permit + $18,711 in development impact fees — a steep step-up in impact fees above roughly 1,000 sf worth flagging to a client sizing an ADU near that line.

Pomona has also implemented AB 2533 for pre-2020 unpermitted ADUs/JADUs (the city can’t deny a legalization permit solely for code noncompliance, or charge impact fees to legalize one, with a narrow exception). No local energy reach code beyond CALGreen/Title 24 was found on the city’s own pages.

One thing that doesn’t change by city: T24 Studio’s price and turnaround are flat statewide — $99 first report, $150 flat after, 24–48 hours on your first job. What differs city to city is what happens on the plan-check side before and after the CF1R lands in your permit set, which is what this page covers.

Process

How it works

  1. 01

    Send the plans

A PDF of the architecturals and the project address. If something’s missing I ask once, in one email — not five.

Mechanical and plumbing don’t have to be picked yet. If the plans don’t call out the HVAC or the water heater, I model what I’d normally specify for that job and tell you exactly what I assumed. Change any of it and I’ll rerun — that’s not a revision.

  2. 02

    I build the model

If the design does not comply as drawn, I tell you what the model needs to pass and the least disruptive way I can find to get there — your call what goes on the drawings.

  3. 03

You get it back ready to sign

CF1R registered with CHEERS, you named as the responsible designer. 3 business days — 24–48 hours on your first one. Pay on delivery: Zelle, Venmo or Cash App.

Disclosure

One honest note

I’m not a licensed engineer or architect, and I don’t stamp drawings. On the CF1R I’m the documentation author — you stay the responsible designer. Nothing about your role on the job changes.

That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

Questions

Pomona plan-check questions

If yours isn’t here, see the full FAQ or call and ask.

Does Pomona's impact fee jump at a certain ADU size?
The city's own published fee examples show a large step-up in development impact fees somewhere between roughly 750 and 1,200 square feet — worth factoring into an ADU's floor-area target before finalizing plans, since it's a permit cost, not a Title 24 cost.
Is Pomona's Building Division open on Fridays?
No — Pomona City Hall and the Building & Safety Division run a 4-day week, closed Fridays. Plan submittals and counter service run Monday through Thursday.
Does my ADU or addition actually need one?

Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.

Send it either way. If it doesn’t need a report I’ll say so and there’s no charge for the look.

How fast do I get it back?

24 to 48 hours on your first job, three business days for everything after that — a date you can put on the schedule, not an estimate. If your permit deadline is tighter than that, say so in the notes; I’ll tell you honestly whether I can hit it before you commit.
