Santa Clarita draws its energy-forms line at 300 square feet, expedites solar and EV charging for free, and its own two pages disagree about which climate zone applies.
A 300-square-foot line, and a free expedite
Santa Clarita’s Building & Safety Division publishes no base plan-check turnaround. What it does publish is the expedite rule: a project over $100,000 in valuation can be expedited for an additional 50% of the plan review fee, with expedited defined as half the current turnaround for comparable projects — a percentage of a number the city never states. Solar and electric-vehicle charging systems, though, are “expedited at no additional cost.” Over-the-counter review is capped at 30 minutes, mornings only. For scale: in 2025 the division issued 5,260 permits on $488 million of construction.
The city’s Residential Plan Submittal Guideline (dated 03/01/2023, worth confirming at the counter) asks for compliance forms on any addition, detached habitable structure or conversion to habitable space over 300 sf — useful if you are sizing an addition or an ADU near that line. That same guideline says to run “Climate Zones 9 or 16, as applicable,” while the city’s Building Codes page lists Climate Zone 9 flat as its only climate-zone design criterion. CEC data backs the guideline: ZIP 91390 is CZ 16, the rest of the city’s delivery ZIPs are CZ 9. Santa Clarita adopts the 2025 Energy Code by reference with zero local amendments; no local energy reach code beyond the state code was found on the city’s pages.

That’s on purpose. I’m not after your scope or your clients. I do one piece of the permit set — the piece that usually holds it up — and I do it fast.

Does my ADU or addition actually need one?
Almost certainly. New conditioned floor area — ADUs, JADUs, garage conversions, additions — triggers Title 24. So do alterations that touch the envelope, the ductwork, or the HVAC equipment, including a straight change-out. A remodel that only moves non-structural interior partitions usually doesn’t.
Send it either way. If it doesn’t need a report I’ll say so and there’s no charge for the look.
Where in California do you work?
All of it. The work is remote and the code is statewide, so the city makes no difference to price or turnaround — jobs run from San Diego to the Bay Area across climate zones 4 through 10. I run the 2019, 2022 and 2025 code cycles, so an older permit still in process is fine.
